Driver CPC Changes 2024: What to Expect and Who is Affected

The Driver CPC (Certificate of Professional Competence) has been a cornerstone of professional driving since its introduction. September 9th, 2024, marks its 15th anniversary—the third five-year milestone. While many may speculate about its future, rest assured that the CPC isn’t going anywhere soon. However, significant Driver CPC changes for 2024 are on the horizon, aimed at making it more flexible, particularly for drivers operating solely within the UK.

Current Driver CPC Requirements

Let’s quickly recap the existing requirements for the CPC:

  • Drivers must complete 35 hours of Driver CPC training every five years to maintain eligibility for professional driving in both the UK and the EU.
  • Course specifications include:
    • A minimum duration of 7 hours for individual courses.
    • Completion of multi-day courses over two consecutive days.
    • A maximum of 2 hours of e-learning within trainer-led courses.
    • Up to 12 hours of e-learning can count towards the total training hours required.

Upcoming Changes to the Driver CPC in 2024

Potential Revisions Awaiting Approval

The changes set for 2024/25 are still pending parliamentary approval but promise to significantly impact drivers, employers, and training providers. Notably, these include the introduction of both National and International CPC options, allowing drivers to select training based on their specific needs.

National vs. International CPC

International CPC: This will largely retain the current system, ensuring that drivers intending to operate internationally will still meet the existing requirements.

National CPC: This option aims to provide a more flexible approach for those driving exclusively within the UK. Drivers will have two choices:

Complete 35 hours of National CPC training every five years.

Combine 35 hours of National and International CPC training within the same timeframe.

Features of the National Driver CPC

The new National CPC introduces several key features:

  • Minimum Course Length: Courses must last at least 3 hours and 30 minutes, but longer sessions may be available.
  • Flexible Scheduling: Courses no longer need to be completed on consecutive days.
  • E-Learning Options: E-learning-only courses will be permitted, offering convenience for drivers.
  • E-Learning Limit: A maximum of 12 hours of e-learning can count towards the overall 35 hours of training.

Who Pays for Driver CPC Training?

Currently, drivers bear the financial responsibility for their CPC check. However, the proposed changes will shift this burden to employers, requiring them to provide necessary training for their employees.

Exemptions from Driver CPC

While most drivers must complete their training, certain individuals may be exempt from the CPC requirements. Specific criteria can vary, so it’s essential for drivers to verify their status.

Returning to Professional Driving After Expiry

If a driver’s CPC has expired, they must complete 35 hours of DCPC training to regain their Driver Qualification Card (DQC). Under the new rules set for 2025, if a CPC has been expired for between 60 days and 2 years, drivers will have three options:

Option 1: InternationalCPC Training

  1. Complete 35 hours of International Driver CPC training.
  2. Resume professional driving in the UK and EU.

Option 2: International Driver CPC Training with a ‘Return to Driving’ Module

  1. Complete a 7-hour ‘Return to Driving’ training module.
  2. Resume professional driving in the UK.
  3. Complete 28 hours of additional International Driver CPC training within 12 months of finishing the module.

Option 3: National Driver CPC Training with a ‘Return to Driving’ Module

  1. Complete a 7-hour ‘Return to Driving’ training module.
  2. Resume professional driving in the UK.
  3. Complete 28 hours of either National or International Driver CPC training within 12 months.

Maintaining Your Driver CPC Qualification

Once requalified, it is crucial to stay current with the training requirements. If the Driver CPC has been expired for more than 2 years, a complete 35 hours of DCPC training is mandatory to regain the Driver Qualification Card (DQC).

Ongoing Consultations and Future Directions

The government is set to consult on introducing a new National CPC periodic theory test as a potential alternative to the current training requirements. This could include:

  • Passing a theory test every 5 years.
  • Clarifications on requalifying after a period of expiry.

EP Training: Recent Achievements in Driver CPC Training

At EP Training Services Ltd, we are proud to highlight that our DCPC team has successfully guided over 2,000 drivers through their DCPC renewal in the past year, contributing positively to the transport industry. This achievement is a testament to our commitment to helping drivers maintain their qualifications.

Conclusion

In summary, significant changes to the Driver CPC are anticipated. Drivers will soon have the flexibility to choose between National or International CPC training, and employers will take on the responsibility of funding training. Additionally, the minimum course length could be reduced to 3.5 hours, making it easier for drivers to meet their training commitments alongside personal obligations.

Returning drivers will have new options to regain their qualifications, including a ‘return to driving test’. Finally, if successful, consultations may eliminate the 35-hour DCPC requirement for national drivers, possibly replacing it with a periodic theory test.
