What the New DVSA Light Goods Vehicle Strategy

At EP Training Services, we’ve always believed that safer roads start with proper training, awareness, and compliance. This month, the DVSA announced a new Light Goods Vehicle (LGV) strategy designed to raise safety standards, target high-risk sectors, and reduce the tragic consequences of unsafe operations.

We’re proud to say that our very own Tony Atack played a significant role in pushing for this change. Alongside campaigner Maria Dennis, Tony worked tirelessly to highlight the risks posed by poorly maintained or overloaded LGVs, and even took the case directly to the Department for Transport. Their efforts have directly influenced this new, more proactive approach.

Why is the DVSA focusing on LGVs?

  • DVSA checks around 20,000 LGVs every year – and over 50% lead to enforcement action for serious defects, insecure loads, or significant overloads.
  • The MOT failure rate for LGVs is four times higher than HGVs.
  • In 2023–24, there were 3,000 serious or fatal incidents involving LGVs – compared to fewer than 1,000 involving HGVs.

Many LGV operators run their vehicles professionally, but too many still operate without robust safety systems in place. With ten times more LGVs than HGVs on the road, targeted action is urgently needed.

What’s changing?

Over the next year, DVSA will:

  • Focus roadside enforcement on high-risk sectors, such as construction vehicles and car transporters.
  • Work with trade bodies to clarify rules and improve guidance.
  • Continue enforcement in other sectors to ensure fairness for compliant operators.
  • Take robust action against unsafe practices, including fines, sanctions, and penalties.

This approach is designed to protect not just LGV drivers, but everyone using Britain’s roads.

A sobering reminder

The strategy was partly driven by cases like the tragic death of 11-year-old Harry Dennis, killed when an inadequately secured scaffolding board struck his vehicle. Incidents like this underline why load security and compliance aren’t optional – they’re life-saving measures.

How EP Training can help

At EP Training, we’ve been preparing drivers and operators for compliance for decades. Whether you’re an HGV or LGV operator, we can help you:

  • Understand load security best practice
  • Keep your vehicle roadworthy and compliant
  • Stay on top of driver hours and licensing rules
  • Protect your business from fines, penalties, and reputational damage

The DVSA’s new LGV strategy is a big step forward for road safety – and thanks to Tony’s persistence, the industry’s voice has been heard. Now it’s over to all of us to make sure we meet these higher standards.
